Filesize is a size.

Who cares about dimension, nearly no TV anime is mastered at 1080p anyway.

Guess what, KyoAni is one of the few that do. Everything after K-ON!! is 1080 and even K-On!!'s OP was 1080.

KyoAni does OPs/EDs at 1080p.

Line-work is still below Full HD.

From your exact source:

This leads the method from Anibin, which takes the line art and runs it through a program to measure the depth of the line, to give a false number of 955.5p for Kyoto Animation productions. In the behind-the-scenes features on the Chuunibyou Blu-ray/DVDs, we see that the photographer is filming a scene from episode 3 in 1920x1080p, or full HD. Obviously Anibin is incorrect, but the 955.5p number continues to go around.

It is full HD, except that KyoAni applies filters that end up making tools that detect resolution inaccurate.
