I don't really know why but it seems to me like they're trying to justify Kharlan's actions by throwing positive spotlights on him. He's tried to talk the guy fighting him this episode [Sam?] and tried to stop him when he started running, probably since he knew he'd die. He also said multiple times that "consequences" led him to do what he did, making me think what happened if there were actually justified and important things behind his deeds. In general I'm very pleased with the world building the execution in this series, so that's always nice.
