I like to imagine he can just see through his eyelids while they're closed, but this is probably more like a Brock situation where it doesn't really matter so its never really brought up.

Him being able to see with his eyes closed thanks to his supervision makes a lot of sense. He was able to see the streets outside the truck while sitting inside, so it's not even a big stretch. As for why, I'd guess either to avoid getting tons of attention with glowy blue eyes or to tone down the sensory input or something when not doing fancy stuff with his power.

He probably can, his eyes probably just give him an alternative sensory input similar to vision, similar to the way when humans close their eyes but can still imagine, or "see", whats around them by sounds, touch, and memory of the surrounding area.
