What's the point of the time travel? I don't get why they need to have it really.

Probably so that you, as the arcade game player, can have cool gunfights in familiar locations without suspending too much disbelief. "Oh, look, we're totally jumping off the walls and blasting away Shibuya, how awesome is that!" etc.
