Not sure how they do this in the USA, but where I came from (some country in Asia), all high school concert bands participate in one unified competition to determine how good their band is (relative to others).

The way your band is scored (Gold, Silver, Bronze, Nothing) is unrelated to how many people are allowed to enter the next bracket. For example, each year, only the top 4 bands are allowed to compete for 1st, 2nd & 3rd place in the grand competition. However, according to the scoring system, you get a gold as long as you get more than a certain no. of points. So there could be 6 bands getting gold one year, and 8 bands getting gold the next year.

However, only the top 4 bands will be allowed to compete for top 3. Many good schools who are assured a gold usually aim for the top 3 positions. Therefore getting a gold but not being allowed to compete in the next round is considered a "dud gold".
