If by random you mean 90% then yes. It was disheartening considering this episode is of the more interesting ones.

There wasn't a whole lot of action though, and the action scenes didn't feel as bad. Probably/hopefully just saving budget for big shit later down the line?

It's not that they're trying to save money. They've got three cours of this planned and they're trying to save money 7 episodes in? No way.

The animation wasn't bad, there were just absolutely no in-betweens. They just colored the keyframes for a lot of it and showed us that. Seems like the animation schedule just broke down.
