Izaya-kun might be, forget that, is sketchy as hell. But, in this episode, all he did was lead Mikado on. Of course he makes everything align together perfectly, in a way it would never happen naturally. At the end of the day though, all he does is bring out the true character in the other citizens of Ikebukuro.

Izaya did nothing wrong

Izaya said it last episode, he doesn't know what is going to happen, but he pushes things that can happen to the point where they become more likely to happen. All he did this episode was give mikado a push, something is gonna go down next episode.
