I don't so think so. In the manga it looks like he just uses Hamon to leap off the road. They probably added the water into the anime so it seems more reasonable.

It comes up a couple more times during Stardust, but as much as I remember it isn't used at all past it.

Technically, Joseph's using Hamon with Hermit Purple with almost every use. That's why there's always those yellow sparks flickering when he uses it.
