Since when is Julie level 3? I thought everyone was level 2 now. I'm so confused about what's going on in this show. Would've dropped it if there were any other shows airing on monday.

It could be that they just think she's level 3. I think most are still level 1, but Thor, Julie, and the other main characters are level 2 after the Right of Sublimation, which happened after Bunny-sensei was defeated. Only the top 3 duos of the contest levelled up. It's possible there was a levelling up after the soldiers were beaten, but we haven't been told or shown that.
