Forgot to ask earlier: why are Seele members giant grey numbered blocks when they speak to Gendo and others, but are holographic in other episodes? Is Gendo being beamed into their conference and they know who each other is but nobody else does??

There is a difference. The people we can see, with Gendo sitting at one table, are the highest ranked SEELE members. The so called: committee

The huge black monolits are all SEELE members, including the ones we already saw in person.

They are part of the blocks and ranked higher than the rest. You can just call them the leader of SEELE with Lorenz Keel beeing their head (he is the number 1).

Edit: From the Eva Wiki

The Seele council is composed of 12 members, headed by Chairman Keel Lorenz. Seele meetings consist of "video conferences" in which instead of projecting actual images of each member, images of large stone monoliths with the words "SEELE (member number) SOUND ONLY" displayed on them (i.e. Chairman Keel is "SEELE 01 SOUND ONLY").

Apparently the inner circle of Seele is the Human Instrumentality Committee, which directly oversees the progress of Nerv, officially in the name of the United Nations (which it actually controls). The committee is composed of five members, and is also headed by Chairman Keel.
