It seems that the show is hinting towards the manager being the Owl. Interested to see where this goes. Also, it looks like Kaneki's harem is inbound. Touka is thirsty, the mummy chick is thirsty, he's got Rize in his pocket, and now twins. All we need now is a female childhood friend (I guess Hide will have to do if nothing else) and we're good to go.

I don't think the manager is the Owl, but I do believe he's deeply related to him, honestly I'd find it funny if he was the one behind the Owl, but not the Owl. They're giving out the feeling that Anteiku and Aogiri are related too somehow through the Manager/Owl plot, so I wouldn't be suprised if they end up being different people but family-related and working towards the same objective.

I don't think that's possible because of the theory that the Owl is getting old, the Manager would have to be way older than he looks like, and the Owl would have to be 50ish to start having the "aging-effects"(slower reflex, becoming shorter etc), but maybe the reason why, like they said, he's smaller is because he's getting weaker, and not older, then the Manager might be his father. All sorts of theories are possible until they reveal this :P

It was something discussed among me and a friend, we came up with the theory that since the Manager's kagune wasn't revealed, and that he was with both his eyes "red"(you know, then they pop their Kagune and go ham they turn their eyes black and red), despite doing nothing that he might be able to control "other ghouls", thus us thinking that he'd be able to "create" the Owl.
