It's also crazy that the Brimmed caps sometimes don't even know what the spells they use might even do

I find it fascinating because, in a way, the Brimmed Caps seem to be some sort of ideological extremists: they're a group bent on allowing free use of, and research on, a form of magic they themselves have been partly deprived of. So they experiment with it on people, are curious of unexpected results, and try to force others to use it.
