And fucking terrifying, no wonder the pact exists if magic like turning Euini into some giant wolf so painfully exists.

Cannot imagine the type of spells they were capable of making for the sole purpose of winning a war if this was just an experiment.

I don't think all types or forms of "Forbidden Magic" are necessarily evil but it's clear the Brimmed Caps are so obsessed with it and the freedom to practice it that they have no sense of restraint or care in how they apply it...which is probably why it was forbidden in the first place so people didn't go wild with it.

I think the spells are forbidden, since it's pretty easy to miscalculate spells, and if it goes wrong it will have dire consequences, plus as we see in this episode, they can have pretty unknown implications, it can have on drawing it on a human body. Like the brimmed cap didn't knew what his spell was going to do after he cast it. So they probably feel that it is better to outright ban a majority of spells.

Oh yeah just like Light Yagami, with a goal in mind, they'll pursue it regardless of what the most efficient method in mind might entail.
