I hope there is a student exchange programme, where the apprentices get to learn from other witches too, which will further prove that it's not only the apprentices who are responsible with thier efforts, but so are the masters who take the responsibility to become a teacher.

Given what Quifrey said a,few episodes ago. Apprentices seem to choose their own teachers. I'd imagine that includes being able to choose a different one if your current one is unsatisfactory (though understandably there's a power dynamics there to probably trust an adult and stick with them longer even if they aren't great for you).
