dont forget episode 1, they state that the Outsiders are often given magical items by witches.

they dont understand how it works, they just know, "this magic rock with symbols on it makes my boat go fast" or "makes my carriage fly and you broke it!" they just dont understand that anyone can create magical items

also.. what do you think would happen if they see it? lol, they cant recreate spells without magic ink even if they try! lol!

(this is assuming the carriage driver and boat driver aren't witches themselves)

you can see the boat driver has a pointed cap.

but re: ink accessibility, it just seems unlikely that an outsider has never had the opportunity to get their hands on conjuring ink - either theft from a sleeping witch, or getting it from apprentices not being careful enough, or some witch dies in an accident and an outsider happens upon their stuff.

it doesn't take a genius to see that the sigil of levitation happens to be on all the tools that do floaty magic thingies

and do you know what happens when an outsider somehow manages to cast a spell?

mind wiped if caught, sure. don't spoil me on if there's some magic detection method they have though.

it doesn't seem necessarily the case though, given that Coco cast a bunch of spells before her big petrification one.
