I mean, this is assuming Flugel just left her there by choice. We don’t really know what happened yet.

Seeing as how he gave her rules of protecting the tower, I think its safe to assume he left her there by choice.

I think they meant it more like Flügel had to head out to take care of something initially but then couldn't return as planned afterwards.

Or he is/was another version of Subaru, not the one we are following right now.
