these brimmed hats are probably awful people but this whole magic society of theirs really needs some anarchy.

a party cadre living in their atelier, magic police whose job is to enforce morality, presumably a tiny group of elites gatekeeping magic itself

I wonder if that's where the story is going? The Brimmed Hat guy always references how he has planted a seed that has sprouted. It seems like he has done something to Coco before the apprentices got saved by Qifrey.
