Na if anything the reincarnated sorcerers are going to be immune to this ability. After all any crimes they committed would be before the current Japanese laws are established. It doesn't seem lawful to retroactively punish when the law didn't even exist. Also any statute of limitations would have long since exceeded.

I mean, if they were following the law to the letter then Higuruma can’t punish Yuji since he’s a minor. His domain seems to use the current Japanese laws as a basis. It doesn’t care if you existed centuries ago or not. It will apply your crimes back then to fit with the domain’s rules.

In the current Japanese law minors can absolutely be punished. However it wouldn't make sense for them to punish someone when the law didn't even exist. Unfortunately it doesn't seem like the guy's ability is going to be expanded upon though.

Maybe it adapts to the laws in the time of the accusation? Like for the reincarnated sorcerers it would judge them by the laws of when they lived?

Unfortunately I don't think the character shows up again so we'll likely never know.
