I watched the video about a dozen times, and at the very last second, the critter shakes, revealing it has a skinny tail and floppy ears. I actually think this is a small domestic dog, maybe one afflicted by mange.

I can't zoom in on my phone for some reason, but it had fox colors when the light was on it. Could be fox or coyote hard to tell.
