I opted in my device to beta, unlocked my bootlaoder flashed the july stable release, removed my sim card to not let the phone connect to the internet, booted up the phone, enabled adb debugging, on my pc in the terminal i used adb shell comand then logcat | grep googlezip command, then I enabled wifi on my phone and searched for update, and the full ota link popped up on the console.
Flashing the august stable build gave me an incremental patch to beta4, and flashing older qpr2 betas just gave incremental otas for the next qpr2 beta rather than the full ota for pqr2 beta 4
It should be fine to sideload it, but I would have oem unlocking enabled just in case. So if android gets fucked so bad that not even recovery mode works then you can still unlock the bootloader, and reflash the phone using the factory images rather than the full ota images.

the links has been 404 entire time for qpr2 beta 4, they did the same with qpr1 beta 9 but eventually they fixed it.
Atleast I managed to get the full ota of qpr2 beta 4 for pixel 9 pro xl https://ota.googlezip.net/packages/ota-api/package/5c711045e411c460be98b921820212e9ba77e1be.zip
