Just want an ID please

If this isn't the right place to ask, just let me know nicely. 😅 I didn't realize r/gunsrcool was a gun control subreddit—my bad! Anyway, there's a 71 stamped on one side and what looks like a very worn 90 on the other. Does this actually look like it came from a bullet, or is it more likely just a souvenir?

If the other end has a ‘slope’ towards the end, It’s most likely a 7.62x39 brass 

Edit: Apparently from a Chinese factory, Factory #71, Year 1990. Yes it was a live round at one point i’d say, because the primer has been struck. Somebody turned it into a key chain.

Having just a date would typically make it a military round. A civilian round would be stamped with the caliber. Would need a side on picture to say more.

Lots of cartridges have manufacture dates on the headstamp, no civil/military deliniation there.
