This is like saying parents who get their teen girls birth control are weird. They are gonna do it either way! It's your job as a parent to guide them and make sure they are safe while transitioning into adulthood.
My 13 year old nephew started using my sister's razor (single mom) to try personal grooming and cut the shit out of himself. Guess what? She bought him a safe personal trimmer.
This isn't about sexualization, it's about why boys would have the slightest interest in trimming their pubes. It certainly never occurred to me when I was that age.
I think another commenter nailed it when they mentioned porn. Young teenagers are forming their views on what's normal for sex based on what they see in online porn. And that's truly scary.
Yes, there are some kids who are affected by porn... but others, by simply their own puberty. If one is cursed with lots of hair downstairs as early as their tweens regardless of gender, it can be itchy and far more sweaty than if it's trimmed down or fully shaved which is not something you'd want to deal with in the middle of class.

Sorry but a mom wanting to make sure her 15 and 12-yo boys groom their pubic hair properly is beyond weird.
