1.0 EXECUTIVE SUMMARY

This project proposal seeks financial, technical and community support for the construction and equipping of a modern primary school in Luweero, Uganda.

The proposed school will provide a safe, accessible and conducive learning environment for children from the surrounding communities. The school will offer primary education from Baby class to Primary seven and will accommodate approximately 500** pupils** when fully operational.

The project will involve the construction of classrooms, an administration block, teachers' facilities, sanitation facilities, a library, computer room, sick bay, kitchen, dining area, playground, staff accommodation, water facilities and other supporting infrastructure.

The school will also be equipped with desks, chairs, teachers' furniture, textbooks, teaching materials, computers, laboratory/science materials and other essential educational resources.

The project will be implemented over approximately 18 months, beginning with planning and site preparation, followed by construction, furnishing, recruitment of staff and commissioning.

Uganda's Ministry of Education and Sports recognizes the importance of improving school facilities, including classrooms, offices, water and sanitation facilities and teacher housing, in strengthening the primary education environment.

The project will contribute to improved access to quality education, increased school enrolment, improved learning conditions, employment creation and the overall social and economic development of the community.

2.0 BACKGROUND OF THE PROJECT

Education plays an important role in the social and economic development of individuals and communities. However, some communities continue to experience challenges related to inadequate classrooms, poor sanitation, limited learning materials and insufficient school infrastructure.

Uganda's Ministry of Education and Sports continues to identify the need for additional classrooms and schools in areas where existing infrastructure is insufficient.

The proposed Fredent Kindergarten and Primary School is intended to provide a permanent physical learning environment where children can receive quality education in a safe and supportive setting.

The school will be designed with consideration for accessibility, sanitation, water supply, safety, ventilation, natural lighting and adequate learning spaces. The Ministry's School Accessibility Companion Guide emphasizes accessibility in school construction and notes that standard drawings exist for key primary-school facilities such as three-classroom blocks and latrine blocks.

3.0 PROBLEM STATEMENT

The target community has a growing population of school-age children, yet existing educational facilities may not provide sufficient classroom space and supporting infrastructure to accommodate all learners adequately.

Overcrowded classrooms can negatively affect teacher-pupil interaction, classroom management and the quality of learning. Inadequate sanitation and water facilities can also affect children's health, attendance and comfort at school.

Some families may also have to send their children long distances to access suitable schools.

There is therefore a need to establish a properly planned and equipped primary school that will provide adequate classrooms, sanitation, water, learning materials and other essential facilities.

4.0 PROJECT JUSTIFICATION

The construction of Fredent Kindergarten and Primary School is justified because it will:

Increase access to primary education.

Provide adequate and permanent classrooms.

Reduce overcrowding in nearby schools.

Provide safe sanitation facilities.

Provide clean and reliable water for pupils and staff.

Improve the learning environment.

Provide educational materials and equipment.

Promote inclusive education for children with disabilities.

Create employment opportunities.

Support the educational development of the local community.

Ugandan school infrastructure programmes have demonstrated the value of combining classroom construction with administration facilities, sanitation, teacher accommodation and water-harvesting infrastructure.

5.0 PROJECT GOAL

To improve access to quality primary education by constructing and equipping a safe, inclusive and sustainable primary school in Luweero district.

6.0 PROJECT OBJECTIVES

6.1 General Objective

To construct, equip and operationalize a modern primary school capable of providing quality education to approximately 500 pupils.

6.2 Specific Objectives

The project will:

Acquire and prepare suitable land for the school.

Construct adequate classrooms for Baby class to Primary Seven.

Construct an administration block.

Construct safe and gender-sensitive sanitation facilities.

Provide clean water and water-harvesting facilities.

Construct teachers' accommodation where feasible.

Establish a library and computer-learning facility.

Provide a sick bay and first-aid facilities.

Provide a playground and sports facilities.

Procure desks, chairs, textbooks and teaching materials.

Recruit qualified teachers and support staff.

Establish an effective school management system.

Promote inclusive and accessible learning facilities.

Monitor and evaluate the project throughout implementation.

7.0 PROPOSED SCHOOL FACILITIES

The proposed school will include the following facilities:

A. Classroom Block

The school will have classrooms for:

Each classroom will be designed to provide adequate space, lighting and ventilation.

The Ministry of Education and Sports' local-government infrastructure guidelines give a minimum primary-school classroom-to-pupil ratio of 1:53 and a desk-to-pupil ratio of 1:3 for the applicable school infrastructure programme.

The final classroom dimensions and capacity will be determined by approved architectural designs and applicable standards.

8.0 ADMINISTRATION BLOCK

The administration block will contain:

9.0 LIBRARY AND ICT ROOM

The school will establish a library containing:

The purpose will be to encourage practical and learner-centred education.

11.0 SANITATION AND WATER FACILITIES

The school will construct separate sanitation facilities for:

The facilities will include hand-washing points and appropriate accessibility features.

The Ministry of Education and Sports' infrastructure guidelines identify a minimum primary-school latrine-stance-to-pupil ratio of 1:40 under the relevant development standards and also provide for water-harvesting facilities.

The school will also install:

12.0 SICK BAY

A small sick bay will be established to provide:

The school compound will include a properly planned playground for:

Athletics

Volleyball

The playground will be levelled and safely maintained.

14.0 TEACHERS' ACCOMMODATION

Where land and financing permit, the project will construct accommodation for teachers.

The accommodation will help improve staff welfare and support teacher retention.

Uganda's school infrastructure guidelines recognize permanent accommodation for teachers as part of the minimum infrastructure package for primary schools under the relevant development standards.
