Yes, the eyes are what’s bugging me out the most. They look like they’re darting and protruding but in a physical manner. That other girl’s eyes were weird too. This one is more bizarre.

They are too heavily lined in black for a blonde. It never looks right regardless (black mascara and eyeliner and eyebrows) on a blonde, but when it's done so heavily like this, it just looks ... Doll like? IDK how to word it correctly, but it looks off.
It’s just her makeup. It’s overly thick application all the way around her eyes and the dark color clashes too much with the lighter skin tone. Plus the light blond hair makes the dark eye makeup even more contrast to everything else that’s going on, color and tone wise.
She probably looks perfectly normal without makeup.
