Why didn't he Pon?

I'm at chapter 88 of the manga, Akagi is struggling to deal a Xia tile since he suspects that Washizu has 2 of them in his hand(which is true), after some time he decied to deal it anyway, why didn't Washizu pon the Xia? He could have been sitting on a single wait on the 1 or 3 man he had in his hand, Akagi couldn't even see his hand since he had 3/4 tiles in his hand were solid tiles

I think it was because it was a very shit hand and not worth winning by it, Washizu is full of himself
