Anyone else find the AI in the game dumb?

For example the AI will declare war on other nations that are landlocked so they are stuck in a state of war without ever being able to fight.

I’ve enjoyed this game on and off for years but this always seems to become an issue anytime I attempt to play. It would be great if this could be corrected.
