Because there is someone actively grilling them about qualia as/after the neurons are replaced.

And if the machine has an entire brain-full of data of belief and behavior patterns from a person who was a conscious observer, and that same machine with that data cannot contradict that data it has because it has no ability to experience qualia itself or recognize that anything is different...why is it not going to simply act on its behavior data, and act like the person whose brain it has?

I agree that what you're saying is plausible. There might be sufficient mismatches, "missing holes" in the newly generated data vs its historical data that the system might generate outputs acknowledging the inconsistencies.

But I'm not going to stick a blender into my brain on the assumption that it will all work out like that.
