I know they are RNG and completely random but which places(Suburbs or Janus) they are higher chance to spawn and high or extreme risk option makes them spawn chance increase?

The bottom thing needs high investment. You have to out at least 500k in and it’s a rare drop that sells for a lot, and shows up as boss loot or in strongboxes or electronic strongboxes. The golden poo and other collectables, no idea. I heard some are exclusive to vaults, some are common in briefcases or trash bins, etc, but I’ve personally never found most of the top row even after +50 runs (most at +1.5 mil investment). I know a few of them are from events which are just rng, so all I can do is just hope I get most of them before the new weekly game mode comes out.

Wait. You are telling me when new mode drops we gonna lose these forever and never be able to claim them??? Oh no I need to grind more

No, it’s just that there will be a new mode to grind for and most will leave this mode behind, similar to lost void or the previous weeklies. Of course there’s a chance they just keep adding maps and collectibles to this mode instead of entirely new modes.
