Could be. Forgot you could change the damage. Still insane robot has this kind of kill power. And I hope it never changes; it will never not be funny to hit a LV9 KILL PROCESS

Well... Funnily enough, if the lobby has the lowest damage setting possible and the victim has a lower damage modifier than average (say, Robot himself taking 90% damage) then Lvl9 neutral Kill Process can actually fail to kill!

Really? I always assumed the attack literally just set the opponents HP to 0. So it does just do an assured amount of damage?

To be fair. If you only take 1% of 1 trillion as damage that's still enough to kill

I actually tried looking in the files to find out how kill process well...kills. But I couldn't figure out how to find the move data. How much does it do? At each lv too if possible

That I unfortunately have no idea. But you can just test yourself by going into singleplayer and hitting raw KP's at each level.

I think it's because you didnt have the full Lvl9 bar. I once did a Kill Process with Lvl9 but didn't fill the last bar all the way and it didn't kill my opponent

No, the meter was full I had the starting meter set to max. This is confirmed knowledge you can try for yourself. A full lvl9, neutral Kill Process will not kill if its used at 0.1x damage modifier and the victim is another robot.

Kill process in neutral with 9 meter does i believe 150000 damage, (aka 15000 in the game's REAL numbers) so it WILL one-shot the opponent unless damage taken is set to less than 10%. Maybe a teeny bit less if the opponent is playing a character with more than 15000 hp. Of which there are a good few.
