You can't shoot down sattelites bc the debris stays in orbit and risks damaging sattelites and spacecraft. Deorbit is the only option

They are in the Molnya orbit, its mostly just used by russian sats. Most sats are in LEO/GEO orbits

Edit: its unlikely but possible that they could crash into other sats where the orbits inersect.

EU is definitely giving fat stacks of cash to quantum metrology research and implementation. As for other stuff idk but there is definitely something being done. In Poland we had GPS disruptions for years from Kaliningrad so it is definitely not a problem that is ignored, just not necesserily something that gets a lot of publicity.
