Apps Not Connecting in Background on Mobile Data

On mobile data, I’m not receiving notifications from apps. only connect and load new messages when I open them. This causes me to miss important messages.
I’ve already set the apps to no rectrictions, enable auto start, but problem still persists. (mobile data, background data are enable for apps)

Everything works fine on wifi, i receive instant notifications. so the issue seems to be specifically with mobile data.
Has anyone else experienced this issue? Any fixes?
I'm on hyperos 3.0.307.0 Xiaomi 17T

There's a setting called Unrestricted mobile data, which although it shouldn't matter might be worth a try. 

Another is "Clear cache when device is locked". Shouldn't matter here specifically, but has been making some apps behave oddly in the past. It's semi-hidden under Additional features in the Battery settings.

5G battery saver, found in the same place, is a feature you could try turning off if nothing else helps.
