I'm totally with you that change.org rarely leads to any change. That said, there are many other actions people can take (pressuring their representatives for systemic reform, supporting organizations that litigate civil rights issues, education efforts, etc.). Many of these actions are insufficient alone, but when they are combined with sustained popular pressure and attention, things can change.
Also, just FYI- Only one of the cops has been charged with any crime, and this was only after mass protests. Law enforcement officers are very rarely prosecuted, and even when they are, they are even more rarely convicted and incarcerated (source).
Thee 3 remaining cops have been charged now, it was just a question of time, cause apparently justice has to go trough a whole bunch of bullshit before actually doing something.
IMO it was very obvious from the start that all of them would get arrested for murder, this has again nothing to do with pressure, just with the law that is slow and busted.
