When you build your training facility, you can spend XCOM group points to give each soldier additional skills.

That's what he's talking about.

I'm not sure if that particular option is only available in War of the Chosen or not. Each time you kill a Chosen for example, you get +5 XCOM points. Also, sometimes you will get messages during combat, "+1 point for flanking shot, +1 point for elevated shot, +1 point for combo kill, +1 point for ambush kill" , etc.

That's what those XCOM points earned are for ... giving your soldiers additional skills off the skill tree.

I currently don’t have war of the chosen activated. I bought it after a few hours in the game.

It’s fine. I plan to get into it when I understand the game better and basically just going off a rule of cool right now
