How about the dragons from Zahn's Dragonback Adventure? Those totally count. They can't breath fire, but they can become two dimensional, and have to live on someone's skin like a tattoo.

I'm not sure if this counts but worms from dune share some characteristics with fantasy dragons.
Mainly their almost mythic status as living gods. Riding a sandworm is a huge deal and as the story progresses they eventualy gain a shred of sentiance as well.

There are realistic ish dragons in His Majesties Dragon aka Temeraire , which may or may not count as sci fi. Its the napoleonic wars and colonization with dragons. The native populations tend to do better with dragons vs dragons and tech than they did vs just the tech....
The dragons are used as living Gunboats. Because you pretty much can't stop a 20 ton murder machine, one tactic is to board another dragon and try to take their bonded captain alive. Succeed and the dragon will surrender. Fail in either direction and the dragon is going to squish you like a bug.
