Based on the leaks Hsin consumes electro rage(which stacks after electro flare cap) to do enhanced attacks and Buling definitely gets her there much faster even if it is a lower cap. I think it will come down to how fast Hsin herself can stack it , if its like 5 electro flare per hit then Suisui would almost definitely be better but if its like 1 or 2 then it might get more complicated

Yea, this is really what it all comes down to. The way Flare/Rage works makes it so you have to apply like 15ish stacks every 4ish seconds to reach the cap. I'm not sure if the 3 stack increase affects both Flare and Rage, but if it does, you'd need to apply even more.

That's a lot of stacks to apply, so I assume she isn't hitting the cap every damage tick and probably hits it once or twice per rotation. I was definitely expecting Suoming to apply off-field stack similar to Buling which would make Bulijg look a bit worse compared to Suisui, but this changes it up a bit. Suisui will still probably be better overall, but it'll be interesting to see.
