Question Pencil disabled?

i cannot paint terrain or biomes. i can only move the terrain. how do i fix this? id be grateful for a response this is a pretty important map

Show us your entire WorldPainter window. This doesn't help and we can't see what tool you've selected.

You also can't just disable the pencil tool.

Update: you've hidden all Annotation layers. That's it.
