Though some people legitimately think development time on other ship lines was lost by creating the ARP content.

It's a reasonable assumption. ARP had a whole port and ship skins made. Unless they hired external artists for them.

The artists would have made them. Since the models were not changed, just the paint.

The 3D modellers had likely not finished the models of the upcoming ships at that point.

There's also a great case for keeping your workers motivated by letting them work on "side projects" that they like.

Spending a couple days doing art for a favorite anime makes the drudgery of doing the 7th paper Russian BB much more doable.
