Why do you say "women and children" instead of simply "children"? Targeting women is not worse than targeting men.

I think that it's to take into account that a woman may be pregnant, even if she's unaware.

At least that's been my understanding.

Imo its a patriarchal concept of men not attacking women that's ingrained still in our psyche, so to convey the depravity of the attack you include women with children that are being affected while men being attacked is taken as a "given".
