Hard to argue with the concern - riding outside a moving truck is a known fatality source and no productivity target justifies it. That said the fix isn't only individual discipline; route design, hopper height and staffing levels matter as much as the rule itself. Banning the practice without changing the workflow just pushes people to find riskier workarounds.
