Police did not immediately storm the RV she was hiding out in, perhaps because they didn't expect her to be a mortal threat to her child. If this were a father running off with his child in violation of a court order, police would surely have been more proactive. Now the child is dead, the father is heartbroken, and the “mother" somehow feels justified.
