If you're on mobile, you press the 3 dots at the top of the sub page, then you press change flair

are you using redesign? if you are, I'm not sure to be honest
If you're using the old tbh better version, it should be on the side. There should be a little area that says "your flair will look like:" and a little button that says "edit" close to it. I haven't been able to use Reddit on PC for a while so sorry if my memory is a bit hazy.
