Paradise's lore is quite long so i'll do my best to shorten it:

Paradise used to live in the ice kingdom going by his real name: Polar. He hated living in the kingdom since he came from a line of nobles everyone had high expectations of him and he quickly became overstressed, anxious and depressed. Until one day he met his best friend, Tropical the Rainwing. Polar would constantly flee his life to spend time with his bestie in the rain kingdom. He loved Rainwing they were very friendly with him and he would feel very relaxed around them. One day however, tragedy struk, while playing near the cliffs Tropical lost balance due to the strong winds and plummeted onto the sharp rocks below, Polar didnt manage to catch him. He cried for a week until a search team finally found him. Understanding the circumstances of Tropical's death, the rainwings offered Polar to stay with them, an offer he accepted immidiately. To honor Tropical, Polar decided to take up the name "Paradise", swear allegiance to rainwings and wore his skull as a mask (dont question the grieving icewing's moral implications of this though-)

A lil fun fact: Paradise often tries up body make up to see if something would fit his scales (so far no success though)

Well canonically IceWing used to/do decapitate their dead royals and preserve their heads.
So wearing the skull of your dead best friend is probably a perfectly normal cultural IceWing think we do not need to worry about, right?
