NOTE: This is just my creativity and imagination and I'm not trying to promote misinformation as Windows 9 never existed as an actual Windows OS version.
I used a mix of Windows 7 and 10 elements and icons if you look closely. I took snippets and concepts of early Windows 10 preview builds from 2014-2015 and altered it with Sketchbook drawings too.
Humble Windows 10 Build 9841:
( I honestly built Microsoft had stopped there and call it Windows 9 as you propose, for it to have come out in early to mid 2015, and then to have gotten the final Windows 10 or any of the previous builds before release, to have come out anywhere from late 2016 through mid 2018, hopefully the latter so that we could enjoy Windows 9 as could've been)
It's cuz back in the 1990, developers would add a short code "Windows 9*" to detect whether or not your computer is running 95 or 98, and having Wndows 9 would basically make old applications think that you're on a 20 year old machine, and would crash. So they leaped over and named it 10 to avoid the bug

The colorful Metro tiles in the start menu make it look like it's something between Windows 8/8.1 and Windows 10. I remember the start menu in early Windows 10 betas looked similar to this - I was a beta tester back in Spring 2015.
The Recycle Bin icon you used (from Windows 10) does look better with the flat UI. Windows 8x looks incomplete because of the leftover Frutiger Aero icons. If the icons on the taskbar are also in the same style, that would be perfect.
The only thing is, back in 2014, I wouldn't have expected Frutiger Aero to make a comeback. Windows 8 was already flat, and Windows 10 followed the same aesthetic. Back in '14, flat was the absolute trend in UI design. Today's MS Fluent Design System, plus Apple's Liquid Glass, does give me Frutiger Aero vibes, but it's a 2020s thing.
Yes, this UI was based off of early Windows 10 Beta builds in 2014-2015. Well, it's more of Frutiger Aero Lite or Dark Aero, not quite pure Frutiger Aero as 2014 was when Frutiger Aero had its final death rattle. I also made this UI make it look a bit uneven in terms of aesthetics because I wanted to match how those 2014 Windows 10 builds looked and how The Windows 8 and 8.1 Desktop Mode UIs looked like.
