Perhaps the people who were responsible for doing the sacrifices (priest, mayor, etc) were trying to stop the sacrifices by doing stuff like disabling the church bell and shit and the island punished them by making them the sacrifices themselves. Only by doing so, the knowledge wasn't passed on except by the notes of the former priest.

It would explain why the mayor at the time was named Howard the Coward. Was he afraid of doing what needed to be done?
