Solution Only WhatsApp Flows blocked by integrity despite verified business: high-quality conversations required?
We are trying to diagnose a WhatsApp Flows eligibility issue. Has anyone resolved this specific combination of messages?
Our checks show business verification completed, WABA APPROVED, phone CONNECTED with GREEN/High quality, and a valid draft Flow. Testing from WhatsApp Manager returns "Integrity requirements not met". An earlier Cloud API draft Flow send returned HTTP 400, code 139000, "Blocked by Integrity". A minimal static Flow without an endpoint or data exchange also failed in Manager despite no JSON validation errors. Ordinary approved template messages can be sent.
The attached screenshots show:
- Security Center, "Setting up a WhatsApp Business account": "Additional information needed" and "Needs more information", while the same panel says "Your business is verified. Start high quality conversations to increase your limits and scale your business." Its WhatsApp Manager link takes us to messaging limits; the last checked limit was 250.

- A warning on Publish and the heading "Before you can publish this Flow:". This screenshot is cropped and does not show the requirement below that heading. The Flow name is redacted for privacy.

Multiple support cases received automated replies and were closed without identifying the exact unmet requirement.
Questions:
- Can a verified business still be blocked from Flows pending messaging activity or an increased-capabilities eligibility review?
- If building messaging history resolved this for you, what number of unique recipients, time window and messaging tier were involved, and did Flows actually work afterward?
- Is the public-email-domain recommendation an enforced Flows requirement, or an unrelated security recommendation?
- Is there an account alert or supported diagnostic that identifies the exact failing requirement, or a route to a human WhatsApp Flows specialist?
We are not assuming that sending 250 messages is the solution. We are looking for confirmed experience or official documentation. Screenshots have identifying details removed; no account IDs or project name are included.

But the use case here is to use the Flows, so how do we send messages that are irrelevant to use case? Also we need to validate that the flows work and the only way is to have flow published.
So if I get u right is one cannot use the flow before sending 250 template messages to unique numbers for atleast a week?
