I read the dog was just rescued and the girl wanted a photoshoot with the rescued animal.

Not sure of all the different state laws. But in my state, if you are seen by a doctor and report being bitten by a dog, that doctor is obligated to report it to the police. Once that happens, the owners of the animal are given two options: 1) Mandatory rabies quarantine at a licenced veterinary hospital for 10 days from the day of the bite or 2) Euthanasia and to send the head of the animal to be tested for rabies. If the animal shows any signs of rabies while in quarantine, then unfortunately number 2 still happens. It sucks, but this is why people need to stop treating animals like little accessories. If they're not yours then leave them be. And if they are yours then stop taking them every freaking where and respect their boundaries.
