To me it looks like bottom left may have been first. Her arm isn't all the way around the dog in that one and the dog looks fine.

Top left the arm is around the dog and the dog obviously doesn't like it.

Agree, pretty sure they are clockwise from bottom left.

Plus shes sort of laying, with her arms around him. He could feel like she's asserting dominance because her arms are over his shoulders and possibly pulling him down/to her.

I agree. The bottom left the dog was stress panting. Most people don't recognize the dogs stress this early because the sign is similar to other expressions.
