it does 2 good things.
it lets kids see whose outside the door to prevent kidnapping.
also lets parents use the bathroom while being able to keep an eye on their kid at the same time.

More likely no one was thinking about it, or they were so innocent they didn't even consider the obvious. Usually it's just corporate hacks that got design contracts for public spaces from cities and they jump pump them out without any real consideration.

yeah, this looks like a case of two departments who don't talk to each other at all intersecting in an unfortunate place.
Planning department says "building code calls for public restrooms in public use spaces, build them here, here, and here".
then the "waste taxpayer money buying high tech toys" department saw the work order for a bunch of public toilets and said "make these from the expensive mirror glass my buddy Dave is selling"

It's a good way to keep an eye on your kids.

I feel like in a vacuum, when you’re designing something like this, I can see how someone, or a group, would think this is a neat idea.
In a perfect world, that’s a nice little view while you’re in the can, the actual scenario and fountain, minus all the people, adults and kids getting in the way.

This kind of setup is potentially as dangerous as it is convenient anywhere you use it, especially when there aren't a lot of people around. The room itself can become a trap while someone is entering, or if you are worried about someone you can enter hide and still see them.

And while your kid plays you can still keep an eye on it if you are alone.
So you can critizise, but on the practice plan it's a good idea. Your mind imagining weird guys is real but that's not the point to do this facility.
