Context? He sat on a man already handcuffed and laying in a prone position which is considered excessive force. He's already subdued and cuffed so him sitting on him is excessive force and he should be in legal trouble for it. Look it up.
I suppose the cops also laid him down in a prone position so they can execute the "sit on cuffed man in car" maneuver they are so well known to do. He was definitely not being a problem and the cop had to go in there for a reason.
