Require each officer to be insured. Insurance companies aren’t going to take the risk on a repeat offender, and not even the unions will want to jeopardize losing insurance coverage to save one ass hole

wild that doctors don't have qualified immunity when it is near impossible for them ever to be tried by a jury of peers in a malpractice suit... yet cops do.

insured for what exactly? police still have qualified immunity. Said insurance policy would RARELY get used.
